Phase 1B: Millcreek Expansion Project
The Phase 1B: Millcreek Expansion Project is part of the necessary upgrades to support the increased capacity requirements driven by load growth from large customer projects in the Sidney, Ohio area. The project involves the expansion of an existing 138 kV substation, and the relocation of five existing 138 kV transmission lines, totaling 1-mile, to accommodate the substation expansion.
In addition, AES Ohio will need to construct two 0.8-mile 138 kV transmission lines, and one 8-mile double-circuit 138 kV transmission line. These associated projects will have separate project websites and applications to the Ohio Power Siting Board.
Why is this project needed?
AES Ohio is investing in network enhancements driven by large customer projects in the Sidney, Ohio area. To meet this need, AES Ohio is proposing the expansion of the existing AES 138 kV Millcreek Substation in Sidney, Ohio. This network enhancement will serve the new load and provide increased capacity, flexibility, and resiliency to the northeast region of AES Ohio’s service territory.

AES Ohio expects to submit an application for a “Certificate of Environmental Compatibility and Public Need” to the Ohio Power Siting Board in the fall of 2026. At that time, the Project will be provided with a case number from the Public Utility Commission of Ohio and additional information about the Project will become available on the Ohio Power Siting Board website.
