To comply with House Bill 15, AES Ohio has provided the Public Utilities Commission of Ohio with notice of its intent to file an application to establish a Three-Year Reliability Plan no earlier than November 10, 2025. This plan will describe the investments necessary to strengthen and modernize our infrastructure and expand support for our customers. To enable these ongoing investments, the application will also propose rates for future electric distribution service in 2027, 2028, and 2029.  The proposed tariffs are linked below.  

AES Ohio files Three-Year Rate Review  

  • On November 10, 2025,  AES Ohio, a subsidiary of The AES Corporation (NYSE: AES), filed an Application with the Public Utilities Commission of Ohio (PUCO) to establish base distribution rates for 2027, 2028, and 2029, consistent with new Ohio law. 

  • Earlier this year, the General Assembly enacted comprehensive energy legislation that reforms the regulation of Ohio’s electric distribution utilities.  Among its provisions, House Bill 15 increases transparency and predictability in rates by establishing rate reviews every three years.   

  • This new framework will provide customers with simplified and more gradual rate changes, while enabling AES Ohio to focus on the stability, reliability and resiliency of our system to provide the quality service that our customers expect and deserve. 

  • These proposed rates are based on AES Ohio’s planned investments and expenses to serve customers. 

  • The Application reflects AES Ohio's ongoing commitment to provide safe, reliable, resilient, and affordable service, including infrastructure upgrades and enhanced customer service. 

 

The average annual increase for a typical residential customer across the three years is proposed to be approximately 3% or less, helping customers budget for their electric delivery cost and understand their bills more easily. The first proposed rate will not take effect until 2027. 

The PUCO’s review process will include a thorough review of AES Ohio’s Application, public hearings, opportunities for customer comment, as well as annual audits. 

Additionally, in its Application, AES Ohio proposes to continue programs to help low-income customers and disadvantaged neighborhoods in partnership with local communities. 

AES Ohio continues to offer a variety of assistance programs including the Gift of Power for customers who have suffered recent financial hardship.  AES Ohio recently added $1 million to fund those efforts.

Public Utilities Commission of Ohio (PUCO) Rate Review Process 

When a utility files an application with the PUCO to establish new rates, it must support its proposal. That support includes identifying investments and expenses incurred to serve customers, as well as showing how costs should be shared, relying on cost-causation and other ratemaking principles. 

This process must, by law, be completed within 360 days after the application is determined complete by the PUCO.

A three-year rate review was authorized by HB 15 for an electric utility to request permission from the Public Utilities Commission of Ohio (PUCO) to establish its distribution rates based on three years of forecasted investments and expenses, which will be trued up to actual spend.  

During a rate review, the utility must demonstrate the revenue needed to provide reliable service, including to maintain and repair equipment.  

Any new rates must be approved by the PUCO. The rate review process must be completed within 360 days after the application is determined complete.  

Parties to the case can: 

  •     File objections to the report on the utility’s proposal prepared by the PUCO’s Staff 

  •     Submit written testimony 

  •     Participate in an evidentiary hearing 

  •     File an application for rehearing following the PUCO’s decision 

  •     Appeal the PUCO’s decision to the Supreme Court of Ohio
